As a Registration and Title Management
Lead at HS2, you will be required to perform the intelligent client role and
lead the delivery of Land Registration and Titles Management including an HS2
Titles Management System, for all interests in land acquired by the HS2 scheme
under Act powers, by third party land transfer, or under private treaty
transactions.
About the role:
- Lead the development of policy,
processes, and systems for the registration of land acquired for the HS2
scheme. Including: land acquired under the compulsory purchase powers, by
transfer (i.e. Network Rail, Transport for London and other railways property
transfers), and land and property acquired by agreement
- Direct the production and recording of
all title registration documentation for land and property acquired and
occupied for the HS2 Scheme, including freehold, leasehold and licences. Manage
an up to date geographical asset database of HS2 land and property assets
(including titles, rights granted, restrictions/burdens, liabilities and
obligations) linked and indexed to legal deeds, licences and agreements. Ensure
robustness of the system in dealing with all Land Registry matters, boundary
issues relating to HS2 scheme land, and applications for possessory title
claims
- Lead the development of a strategy for
railway land transfers with major land owners including Network Rail, Transport
for London, Train Operating Companies and Freight Operating Companies.
Represent the HS2 Team in advising Department for Transport and ILA in
formulation of the strategy for pooling of railway land, and for
inter-governmental transfers of railway land
- Define and be responsible for adoption
of HS2 policy for the registration of land, and for development of a HS2 Titles
Management System. Obtain all necessary governance and approvals for
implementation of the Titles Management System
- Develop detailed procedures, systems
and user manuals for the management and application of land and property
registrations. Working closely with Land Registry, ILA, Department for
Transport, and Legal prepare advice and technical guidance to drive
development, implementation and maintenance of solutions for all land
registration and Titles Management System matters
- Agree a strategy for development of a
GIS based HS2 Titles Management System for land acquired by the HS2 scheme.
Champion the Title Management System, deliver governance and secure all
necessary approvals with Department for Transport, ILA, Legal, and Land and
Property. Ensure the Title Management System has capability for accurate
recording of all future land transactions, disposals (under the HS2 Land
Disposal Policy), and for demolitions on HS2 acquired land.
About You:
- Strong organisational and programme
management skills
- Demonstrable experience of developing
and maintaining strong working relations with multiple stakeholders
- Knowledge of land registration and
titles management including HMLR Practice Guides and working practices
- Understanding of land assembly
activities and compulsory purchase including relevant statutes and established
practices
- Understanding of compulsory purchase
powers including relevant statutes and established practices
- Experience of land registration
including land referencing and assembly
- Experience of compiling and analysing
data using Excel (or equivalent), GIS and database reporting tools
- Experience of operating within a
project/programme environment
- Managing external suppliers including
setting clear deliverables and KPIs
