What’s more, it will pave the way for new domestic routes and up to 40 new international destinations. Construction will begin in 2021, but the work to make this huge project happen begins now. Which is why we’re looking for committed, dynamic team players to be an integral part in the UK’s largest privately financed transport infrastructure project.

Overall purpose of the role:
As a Senior Commercial Acquisition Manager, you will play a key role supporting the timely delivery of a huge, complex yet exciting £1bn land assembly and acquisition programme that’s essential to the successful delivery of the Heathrow Expansion programme.
 
The c.160 acquisitions must deliver Heathrow’s commitments to our communities, mitigate DCO and tribunal risks, provide on-time vacant possession and be on-budget. The role holder will also deliver multi-party land transactions, securing land opportunities that mitigate risk and create value and choices for Heathrow. We are currently in the engagement stage and seeking to acquire land interests by option agreement in support of the June 2020 DCO application. Where we are unable to secure options by agreement and are successful in the DCO, we will be seeking compulsory purchase powers to secure land interests from 2021 onwards.

 The wider Expansion property team is responsible for securing approximately 750 residential properties, 160 commercial interests and 7 major displaced uses required for demolition for the new third runway with a projected spend of circa £4bn. This is a career defining role that will enable to you bring your skills and experience to a massively challenging role but will also support you in your continuing professional and personal development.
Principal Accountabilities:
You will be a senior member of the commercial acquisitions team within the wider multi discipled property team and will be responsible for an allocated portfolio of property acquisitions in a defined   geographical area. You will develop and own the strategy for delivery of the acquisition programme identifying risks, seeking opportunities and ultimately securing the land required for expansion on time and on budget ensuring availability for the construction phase. You will ensure that all acquisition agreements and compensation deals are agreed within policy and statutory guidelines as appropriate.
  
You will manage and lead on complex instructions with the support of our Managing Surveyor partner and delivery network of suppliers. You will ensure that cases are prioritised in accordance with programme requirements and structure and deliver a programme of relocations to mitigate the costs of business extinguishments. You will need to set-up multi-party transactions to obtain land options, preliminary design and planning consent and on-time vacant possession of sites. You will also manage the more complex aspects of consultation output, negotiations and valuations.
  
You will proactively build long term sustainable relationships with multiple high-profile stakeholders including local authorities, developers and businesses to enable the negotiation process to be carried out effectively.
  
You will provide expert property advice to other Expansion departments such as planning, stakeholder management, community engagement and development teams so that you can help inform quality and timely decisions.
  
You will support the development of processes and controls that are needed to execute the thousands of legal and financial transactions, recording referencing, valuation and negotiation, acquisition to CPO hearings to handover for construction.    
  
This is a growing team in a fast-paced environment and this role will oversee the day to day management and performance of junior members of the team. You will also be required to deputise for the Head of Commercial Acquisitions as and when required.
Qualifications and Experience
Professional qualification in property, development or a related field or equivalent experience. Ideally this will include land acquisition, land assembly and compulsory purchase and associated statutory compensation. It could also include strategic asset management. Ability to understand ownership and occupational drivers is key to the role. You may also have strong Landlord and Tenant experience.
Proven track record of senior strategic supporting property roles and effective supplier management.
Proven financial track record for delivering robust transactions.
Strong understanding of residential and / or commercial development, with a proven track record of delivering high profile, complex property projects to time, cost and quality.
An in-depth knowledge of the development process, knowledge of DCO, CPO and current UK planning policies, laws, legislation and regulations is advantageous, but we recognise that there may be complimentary transferable skills that would help you in the role.
Proven astute relationship management and stakeholder engagement including local authorities, landowners, developers.
Ability to demonstrate the development of positive and collaborative relationships.
Excellent verbal, written communication, presentation and interpersonal skills. Ability to work under pressure in a close-knit team with a collegiate can-do approach.
