Vicky is a solicitor and partner in the award winning Planning team of Gowling WLG jointly leading their compulsory purchase and compensation work. Vicky appears as a leading individual in the legal directories with accolades that describe her as “a thoughtful and incisive lawyer who has great capacity”.

Vicky became a Committee Member of the CPA in 2015 and is a strong supporter of its aims and objectives. Vicky is particularly committed to the reform of the compulsory purchase process and compulsory purchase compensation and while on the Committee has chaired the reform sub group, participating in the representations and discussions with DCLG.
Since qualifying as a solicitor in 1998 Vicky has advised on a large number of regeneration and infrastructure projects involving the use of compulsory purchase powers and the settlement of compensation claims including: Bracknell town centre; the Homes and Communities Agency’s regeneration of Greenwich Peninsula; Woolwich Love Lane and Liverpool City Council’s development of Liverpool One (Paradise Street). Vicky also advised on the implementation of the compulsory purchase powers in the Thames Tunnel Tideway Development Consent Order.

As well as acting for promoters of compulsory purchase orders Vicky also advises claimants. Vicky advised Apethorpe Country Estate on compulsory purchase compensation issues following DCMS’s compulsory Acquisition of the Grade I Listed country house, Apethorpe Hall and have advised claimants on representations and compensation claims relating to HS2, Metrolink, CTRL and Crossrail. The breadth and depth of experience that Vicky has gained provides a balanced perspective of the issues that concern members and the parties they advise.

Jonathan is Managing Director of Gateley Hamer and heads their Compulsory Purchase & Compensation team having established it when joining the firm in 2013.  Jonathan has over 13 years' experience working in the field of compulsory purchase and he was co-opted on the CPA Committee in 2015 and elected for a two-year term in 2016.  

 
Jonathan has experience working for promoting and acquiring authorities and for claimants.  He is a RICS accredited expert witness and regularly gives evidence to public inquiries, hearings and Select Committees.  
 
Since joining the CPA Jonathan has been actively involved with the YCPA, spending two years on the YCPA Steering Group, the Midlands regional CPA group, where he continues to be a Committee member, and he has recently taken on Chairmanship of the Outreach and PR working group, aimed at encouraging graduates to consider careers involving compulsory purchase, increasing membership of the CPA and increasing awareness and authority of the CPA through PR strategies.

Colin qualified as a chartered surveyor in 1991 and has specialised in providing compulsory purchase and compensation advice to both acquiring authorities and claimants for almost twenty years.
 
Colin’s experience extends to advising on CPO’s for acquiring authorities at Dagenham, Stratford, Woolwich, Canning Town, Harlow, Dartford; Sandwich; Ranham and Romford.  He was one of the GLA’s principle advisors for the CPO used to secure land at Stratford for the 2012 Olympic Games and legacy development.
 
Colin also acts for claimants affected by the use of compulsory purchase powers and currently advises landowners and occupiers in relation to CPOs being used to promote Crossrail, HS2, the Trafford Metrolink, the Thames Tideway Tunnel, the Bank Station Capacity Upgrade and a range of other regeneration and infrastructure based projects in locations that include Purfleet, Brent Cross, Tottenham and Enfield.
 
Colin has experience of giving written and oral expert evidence at Public Inquiry, the High Court and the Upper Tribunal (Lands Chamber).

Henry has advised both acquiring authorities and affected parties in relation to the use of compulsory purchase and compensation on regeneration, transportation and utility projects for 20 years.

Beginning with predominantly easements and wayleaves for claimants in Kent he progressed on to dealing with acquisitions for motorways and trunk roads as well as in respect of regeneration projects.

Subseuqently he has provided advice in respect of enabling works for Heathrow Terminal 5 and the Olympic Park as well as for both Thurrock Thames Gateway and West Northamptonshire Development Corporations on major regeneration schemes together with numerous other town  centre and transportation schemes.  He is currently advising in respect of a number of energy schemes.

He has appeared as an expert witness at CPO inquiries on many occasions and advised in respect of a number of Tribunal references.

He is a visiting lecturer at the Royal Agricultural College, Cirencester.

Rebecca Clutten is a barrister at Francis Taylor Building. As well as being on the CPA’s Committee, she is also an active member of the steering group for the YCPA – the arm of the CPA specifically aimed at those under 35 or with less than ten years’ post-qualification experience. The group promotes learning and best practice amongst those entering the field.

She is instructed on a wide range of compulsory purchase and compensation matters, both in her own right and as a junior. Highlights include her successful promotion of Westminster City Council’s CPO for the regeneration of the Dudley House estate in Paddington and appearing before the Select Committee on the High Speed 2 Bill in respect of compensation arrangements. In addition to her advisory practice and work before the Tribunal, Rebecca also has experience of advising clients during mediation.

Paul Astbury spent fifteen years at Transport for London Group Property acquiring property through compulsory purchase on a variety of schemes including Crossrail, the Jubilee Line Extension, Docklands Light Railway Lewisham Extension, and East London Line Extension, as well as station improvement and congestion relief schemes. Paul is Partner and Head of Compulsory Purchase at Carter Jonas.  He has extensive experience in dealing with High Speed Rail and urban regeneration schemes for acquiring authorities, developers and affected landowners and ocuppiers. 


Paul is a past chairman of the CPA, and is heavily involved in the CPA’s reform activities; and led the
Planning Assumptions working group on the Localism Act.

Richard is a partner at Bond Dickinson's nationally recognised planning and infrastructure team. He has 20 years' experience dealing with compulsory purchase matters. Over the last five years he has specialised in the area of nationally significant infrasructure projects and in particular advising applicants on the compulsory acquisition processes for Development Consent Orders.

He has also acted on a number of town centre regeneration schemes for promoters and local authorities. On the claimant side he acted for a number of parties affected by the 2012 London Olympics compulsory purchase processes as well as owners affected by the Channel Tunnel Rail Link and HS2 acquisitions, Crossrail and on several Transport and Works Orders.

Adrian is the former head of Operational Property at Transport for London. He led the compulsory purchase team  for over 30 years and has been responsible for the land acquisition on a number of major compulsory purchase schemes including the East London Line extension, Jubilee Line extension, Croydon Tramlink and more recently Crossrail. He was responsible for a compensation budget of over £1bn and some of the leading cases on compulsory purchase such as Spirerose..

He has been a committee member of the CPA since 2013 and has played a key role in the recent reforms in the Housing and Planning Act 2016 and Nneighbourhood planning Bill.

I am an accountant and partner with Ernst & Young (EY), and a practising member of the Academy of Experts and a CEDR accredited mediator.   I have been with EY for 30 years, a partner for the past 17 years, and senior partner for EY Midlands until 30 June 2017.


As an expert in forensic services, I specialise in working with clients to develop strategies for dispute management involving negotiated settlements, mediations and arbitration. As the head of EY’s compulsory purchase team, my primary area of specialism is advising on financial and commercial issues in relation to compensation claims arising on extinguishment and/or relocation. In that regard I have acted as an expert witness in claims for compulsory purchase over a period of 20 years and have given evidence in court proceedings including what is now the Upper Tribunal (Lands Chamber), most notably as the accounting expert for the claimant in the Optical Express case. 


Alongside my role at EY, I am the chair of the CBI in the West Midlands and the chair of St Basils, a Birmingham based charity that acts to prevent youth homelessness.

Greg joined Turley in 2007 and is the head of the company’s Transport Infrastructure sector group.

He has varied private sector experience including promotion of strategic mixed-use, commercial, highway infrastructure, rail freight and logistics development.
As well as handling a variety of detailed planning applications, Greg has assisted on a number of complex projects involving Compulsory Purchase Orders (CPO). He is commercially aware and has a proven track record in delivering results for our clients.
Greg also plays an active role on the Committee of the Young Compulsory Purchase Association and is a member of the National Infrastructure Planning Association (NIPA).
